The RIA Steering Committee has been established to coordinate the participation of the leading scientific institutions that constitute the Network (see the general frame agreement “Protoloco de actuación”, PGA) and is entrusted with the following functions:

a) To appoint and remove the person who will coordinate the RIA, at the proposal of the President of the Network, for four-year terms.
b) To provide guidelines to the RIA Coordinator regarding the management of the Network.
c) To receive periodic reports from the RIA Coordinator on the results of the Network’s activities.
d) To approve the documents issued or published on behalf of the RIA.
e) To propose to the participating institutions actions of common interest, submitted by the RIA Coordinator or other members of the Network.
f) To establish standing working groups and ad hoc technical committees to appoint their coordinators.
g) To propose amendments to the PGA.
h) To resolve, on appeal, any disputes that may arise within the RIA.
i) If necessary, to draft and approve its own Rules of Procedure.
j) To advise, within the scope of its competencies, the National Astronomy Commission and the institutions signatory to this Protocol, upon request.
k) To adopt any other decisions necessary for the proper functioning of the RIA.

The shall be convened by the President and shall meet at least once a year and whenever requested by at least one third of its members, the President or the RIA Coordinator.

The Steering Committee shall be composed of:

• One representative from each of the of the lead institutions responsible for major scientific infrastructures that are signatories to this PGA, appointed by their respective legal representative;
• The Head of the Sub-Directorate General for Large Scientific and Technical Facilities of MICIU, or a duly delegated representative;
• The Head of the Sub-Directorate for the Internationalization of Science and Innovation MICIU, or a duly delegated representative;
• The Head of the Subdivision of Cross-Cutting Scientific and Technical Programmes, Strengthening, and Excellence of the State Research Agency (AEI), or a duly delegated representative;
• The Head of the Directorate for Space, Large Scientific Facilities and Dual-Use Programmes of CDTI, or a duly delegated representative;
• The Head of the Spanish delegation to the European Southern Observatory (ESO), or a duly delegated representative;
• A representative from the scientific community appointed by the General Secretariat for Research of MICIU, at the proposal of the Spanish Astronomical Society (SEA), as a representative of the national community of users of astronomical infrastructures.

The Head of the Sub-Directorate General for Large Scientific and Technical Facilities of MCIN shall serve as President of the Steering Committee, and the Head of the Sub-Directorate for the Internationalization of Science and Innovation of MCIN shall serve as Vice President.
